I want to know in the US is it legal to make a model of an existing building (a public building) for your personal use? Examples are the empire state building and others?

A model for personal use? Yes, that is certainly legal in the U.S., no worries.
Even if you wanted to make a model of a famous building in the U.S. and charge admission for people to come see the model, that would not violate copyright law. In some cases you might run into issues with tradmark protection of especially inconic buildings, but that would be unusual.
Any personal creative representation (model or image - not including a full-size copy of a whole building) of a famous U.S. building for private use would be allowed both outright, and additionally would be allowed under the fair use provisions of U.S. copyright law. |

| Another question is what should a 3D model run me (approx) in $, say for the Empire State building or something of its type? |
