after the most recent bomb in front of the Armed Forces Recruiting Center designed by the architecture firm ARO what do you think was the most likely cause?

my very own hypothesis based from what I've researched is that is most likely urban warfare because even though the bomb exploded in a public space it did not affect the civilian population. Whereas in terrorism people are the target of the attack. |
