hi, i am doing my final year thesis in designing flood infrastructure that deals with controlling flood by the river's edge that accomodates living and recreational spaces. Does anyone have suggestion on precedents?

Where I largely grew up in eastern Massachusetts, in the U.S., there were reasonably effective regulations against building in a river floodplain.

Building in a river floodplain is especially expensive both to the monetary economy and to the natural ecology. At least to a first approximation, preserving floodplains as natural areas is intelligent public policy for a host of reasons.

Floodplain construction is typcially high-risk, high-cost, and highly-damaging to a wide range of wildlife.

What are the arguments in favor of it?

Check the flood plain regulations of FEMA, and the Army Corps of Engineers. They are separate documents and provide for rather strict and strenuous construction; have details, etc.

FEMA and the U.S. Army Corps of Engineers would be great resources. Although, their long-term history with regard to the environment includes many large scale disasters.

I forgot to finish this thought in my post above:

The rest of the thought is this: The results of those controls was a beautiful landscape, where the rivers were surrounded by natural marshes, full of migratory and resident birds, flowering plants, and other wildlife.

Sometimes, doing nothing is the best design!
